Our Founder, Bahaaeldin Abdelzaher was raised in a small village in the countryside called Talkha in Dakahliya Governorate and later on he attended Mansoura University to obtain a Bachelors Degree in Architecture.
The university campus was located in the city center and during his period of studies he was most impressed by the advanced level of infrastructure compared to the countryside.
After obtaining his university degree, Mr. Bahaa wanted to focus his efforts on improving the living conditions of populations in less developed areas and through further investigation he discovered that the majority of spreading diseases, such as Hepatitis C, in rural villages was due to water contamination and unsafe disposal of wastewater.

1999
Eng. Bahaaeldin Abdelzaher founded El Dawlia for Contracting in Mansoura City as the first ever logo was inspired by the unity of nature and urbanisation.
2002
Assigned our first ever project involving supply and installation of water and wastewater networks across unplanned areas in Dakahliya Governorate.
2008
Completed Kous Village development programme funded by the Egyptian Swiss Fund towards improving living conditions across Qina governorate.
2010
Completion of the first project combining civil construction and electromechanical supply through Al Hagayza Water Purification Station Expansions.
2017
Assigned the first wastewater treatment plant of Nazlet Al Badraman with effluent capacity of 6,000 m3/day located in Al Minya Governorate.
2020
We achieved the highest class awarded by the Egyptian Federation for Construction and Building Contractors (1st Class) with the legal benefit of executing projects of unlimited budget cap.
2021
Our company was renamed to Phloem, with the name being inspired by the phloem tissue responsible for distribution of resources in plants.
2022
Completion and commissioning of our first industrial experience through Al Abd Industrial Wastewater Treatment Facility in Sadat City.
